Kelly Smith
President
CEO and majority owner of All Tech Electric, LLC. All Tech is an electrical contractor & 2nd generation family business established in 2003 with offices in Texas and Ohio.
Delaney Broyles
President Elect
Delaney Broyles is a powerhouse of energy and enthusiasm, dedicated to forging connections and enriching communities through her work in both the art and construction industries as a Business Development, Marketing & Sales professional.
8180 Art specializes in curating, sourcing, framing, and installing a diverse range of artworks nationwide. Whether it’s reproductions on paper and canvas, original pieces, sculptures, or large fabrications, 8180 Art ensures each project reflects the unique vision and needs of our clients. With a commitment to quality and creativity, 8180 Art transforms spaces into experiences.
In addition to her role at 8180 Art, Delaney remains active in the construction industry, where she contributes her sales expertise by selling dumpsters for B&B Waste & Recycling. With a strong presence in the DFW Metroplex, B&B Waste & Recycling specializes in hauling construction and demolition debris, as well as asbestos, helping clients manage their projects waste efficiently and responsibly.
Previously, Delaney served as the APWC Events Chair and is now thrilled to be the Director of Philanthropy. In this role, she collaborates with the Director of Events to create exceptional networking and volunteering opportunities that give back to the construction community and enhance the lives of APWC’s members. Delaney has found her home at APWC, a place where she connects with like-minded women who serve as mentors, motivators, and true friends.
Shelley Hines
Past President
Shelley Hines is the President/Owner, strategic planner and financial leader for DCG Environmental, (DCG) an Asbestos and Mold Consulting Company. Drawing upon a successful career in the corporate world, Ms. Hines’ vision and business expertise enabled her to create a growth plan and organizational structure for the company which has allowed it to thrive and remain competitive. Her focus on customer service, team cohesiveness, training, innovation, and financial responsibility have allowed DCG to grow quickly. Shelley believes that honesty, integrity and responsibility are the key values that make DCG successful!
Amanda Rodriguez
Treasurer
As a Frost Banker, I focus on providing a complete banking experience for local businesses in the DFW metroplex to include commercial lending, cash management efficiencies, financial fraud protection, and dedicated customer service support. At Frost, we give our clients a square deal and keep their assets safe and sound. As a strong regional banking company, Frost offers the resources, products and technology of larger banks with the personal attention and excellent service of community banks.
Melissa Phan
Director - Marketing & Communications
Melissa Phan is currently the head of Business Development and Strategic Partnerships at Republic Roof, the leading commercial roofing company specializing in metal retrofit systems and coatings. Melissa joined the industry in November 2023 and has enjoyed making connections all across the construction and commercial industries. She prioritizes building a strong, genuine relationship with others and is always looking for ways to help those she meets to build their business.
Cindy Redman
Director - Membership
Cindy Morris Redman is a Principal Consultant at Taylor Ryan. She holds a decade plus of recruiting experience and focuses within Executive Search and Recruitment for Construction Management in the Dallas/Fort Worth area. Partnering with General Contractors, Owner/Developers and Builders, Cindy provides industry expertise and understanding to match client needs with the best talent. Continued repeat clients, and long-term candidate relationships, is what she enjoys most about her job.
Cindy is involved in not-for-profit organizations: Alzheimer’s Association and Lung Cancer Foundation of America.
When not at Taylor Ryan she spends time with her two children, two dogs, and two cats. She enjoys traveling, gardening, and anything interior design/fashion related.

Zoe DeVaney is a dedicated business development consultant at BECI, a Building Envelope Consultancy firm. With years of experience in the AEC industry, she is passionate about building meaningful connections and creating engaging events for our members and guest.
